 @DrewAPicture @SergeyBiryukov - This appears to still be an issue as of
 5.8.

 When disabling the "Add New" button, users are shown a "Sorry, you are not
 allowed to access this page." page when they try to access the list of
 posts unless they have access to at least one submenu.
