 I'm not able to reproduce the issue on a fresh install.

 Could you please provide more details about the issue? Does it occurs with
 both existing and new reusable blocks? Are you creating the reusable
 blocks on the same page you're converting them to regular ones? Any detail
 may help to reproduce the issue.
