 I'm also going through some issues reported by PHPStan (see
 https://github.com/WordPress/wordpress-develop/pull/553), mostly in places
 where we are passing the incorrect type to WP core or PHP's built-in
 functions.

 @SergeyBiryukov what would be the best way to handle this given the amount
 of changes that are required? I'm doing one commit per affected file which
 will hopefully make things easier to include it in core.
