 One of the best things about the Events Widget is that it encourages
 people to organize an event when there aren't any in their area.

 Now that we're [https://make.wordpress.org/core/2020/04/02/showing-online-
 wordcamps-in-the-events-widget/ pinning global online WordCamps] and Learn
 discussion groups, though, people never see that message.

 Instead of displaying it when there are `0` events, we could display it
 when there are less than `2` or `3`.
