 The Navigation Screen and Navigation Block are no longer shipping in
 WordPress 5.5. Based on our
 [https://wordpress.slack.com/archives/C02RQC26G/p1592503276293500
 discussion] in #core-restapi and @SergeyBiryukov's
 [https://wordpress.slack.com/archives/C02RQC26G/p1592585100345300
 feedback] I'm going to move this to 5.6. I know this will be a
 disappointment, but I think landing these endpoints with first party usage
 is critical to make sure we nail the API surface.
