 There are two levels of disabling...per user or global. I think if
 disabled globally, we just don't show any avatar options on the user
 profile. But if a user sets no avatar, maybe deliver a mystery man(the
 default gravatar icon) stored locally and we can add a filter for plugins
 to enhance that.

 The user feature should be built into Core. With the global feature, the
 question is of it is a filter that a plugin could activate or a new
 setting. I tend to lean toward filter and let someone add a disable all
 avatar or all gravatar plugin, as long as we have the filters set up. That
 should satisfy the privacy concerns.

 For me, I like avatars, but I don't feel I need gravatar to serve my image
 on my own site.
