 Can someone make a plugin and include it with the WordPress update?

 If the plugin is turned on by default and it disables jQuery at 1.12.4 but we
 can turn the plugin off to get back the regular jQuery at 1.12.4 with an
 option in the main WordPress settings when the site is broken, maybe it
 would kind of solve all our problems. No more security bugs and people
 would slowly look for plugins that work. Also how can we tag plugins in
 the directory that use jQuery at 1.12.4? I would love to have better plugin
 search filters in the directory (like jQuery version, totally free,
 freeium, paid, trial, etc.). It's a bit of a pain now having to download
 and test heaps of plugins as they aren't labeled properly by almost
 anyone.

 I'm happy to test any plugins and tell you if they are easy to use, or
 maybe I can start making something if I can figure out how to do it.
