 If I enter a blog name inside the general settings of WP with a single
 quote, it will be stored wrongly inside the database.

 Example blog name: "Andreas' Blog"

 Database table name "wp-options", option name "blogname": "Andreas'
 Blog"

 This bug was available in 4.9x too.
