 At the moment all PHP files are located in one folder:
 https://github.com/WordPress/wordpress-develop/tree/master/src/wp-
 includes/blocks
 Given that this patch adds `block.json` files as well, I think it would be
 easier to maintain everything if we put every block in its own subfolder.
