Comment:

 Well, the Home page (or Page of posts) is probably not exactly an Archive,
 but in the context of this setting it seemed close enough.

 The description was changed in
 [https://github.com/WordPress/twentytwentyone/pull/463 PR463] to reflect
 applying the setting to Archive pages (it had been the Posts page only).
 This way, it matches the description used in at least
 [https://github.com/WordPress/twentytwentyone/issues/454#issuecomment-707989278
 Twenty Twenty's theme options].

 Here is one possibility to clarify the language in these themes:
 "On Posts page and archive pages, posts show:"
