 Hi!

 I am not able to reproduce this on Windows 10 with Chrome version
 87.0.4280.88, with and without Gutenberg version 9.5.2.

 Are you using the shortcut on the on-screen keyboard as seen in the video?
 It is working for me with the default Windows on-screen keyboard.
