Comment:

 Discussed during today's accessibility bug-scrub: agreed that fixing only
 the hover color could be a quick improvement for 5.3.1. It's just a color
 change, for example the hover color could use the same color used for
 focus. Further improvements to the links default styling should be
 explored in a separate ticket.
