 patch to address all the pending cases I was able to find.

 - input fields height in the customizer: reported and patched by @garret-
 eclipse on #47153
 - input fields height with Internet Explorer 11
 - input fields height in the Image Editor
 - alignment of select and button in the privacy policy pages
