 From what I can see, there are at least 110,000 active installs of plugins
 overriding the install function in the quick and dirty manner. The above
 proposal will give them a better solution.

 Also, why not leave the install alone and ADD a function to upload a file
 for the purpose of updating the plugin/theme? Then, WordPress can assume
 this is an update and act accordingly, and there's no confusion anywhere.

 There can be a new page for selecting a plugin to update and a file to
 upload, but the easiest way would be to add an "update from file" link on
 the Installed Plugins page, making it clear in advance what's being
 updated.
