 Hi there, welcome to WordPress Trac! Thanks for the ticket.

 For some context, these files were removed for new installs, but kept on
 existing installs to prevent possible breakage in case of being used
 directly:

 * `wp-feed.php` and related files were removed for new installs in [18540]
 / #18384.
 * `wp-pass.php` was removed for new installs in [19925] / #19798.
 * `wp-register.php` was removed for new installs in [20596] / #18544.
 * `$_old_files` was updated to reflect this in [20850] and [20902] /
 #20727.

 To proceed with the removal of these files from existing installs, the
 plugin directory should be scanned to find out if they are still used by
 any plugins, and a dev note should be written on
 http://make.wordpress.org/core/.
