 Bug #47346 is to do with the release notes after the site has updated.
 This bug is to do with linking to the release notes before the site has
 updated. I don't know if it will use the same translation string for this
 process; we'll have to wait until the next update to see if the fix for
 #47346 fixed this bug too.
