 Thank you for taking the time to create this ticket and provide feedback.
 Issues with the block editor should be reported upstream on the
 [https://github.com/WordPress/gutenberg/ Gutenberg GitHub repository].

 It sounds like the main issue you are having is selecting the actual
 parent block. I did some searching and there are
 [https://github.com/WordPress/gutenberg/issues/15975 several]
 [https://github.com/WordPress/gutenberg/pull/14961 issues] and
 [https://github.com/WordPress/gutenberg/pull/15537 pull requests] working
 to address this issue (mainly
 [https://github.com/WordPress/gutenberg/pull/9628 GB-9628]). Because this
 needs to be addressed upstream in that repository before it can be fixed
 in WordPress Core, I am going to close this issue out.
