 Thanks for reporting this issue, @jklv, and all the information you've
 provided!

 I haven't been able to reproduce this yet with the latest version of
 Twenty Nineteen. But in 5.0.3, there were two other issues with the menu
 fixed (#45713 and #45510) that may have also fixed this issue.

 Can you please confirm if this is still happening for you in the latest
 version of Twenty Nineteen? Thank you!
