 I don't think the CSS changes in 5.3 touched the select options. Both
 issues don't seem a regression to me.

 I don't see a difference in the `<option>` elements padding compared to
 5.2. Actually, I think WordPress doesn't style the `<option>` elements as
 they can't be styled consistently across browsers.

 Regarding the missing bottom border/outline, I can reproduce that in
 WordPress 5.2 as well, at least on Windows Firefox, though it seems to
 happen randomly with no apparent reason. See screenshots below (Windows
 Firefox).
