 I'm with @kevinwhoffman  here, implementation comes first. How will the
 search tags be added by the plugin authors? Are these tags should be
 implemented on readme.txt? Since we are more concern on the plugins that
 users already have, inactive plugins should also be considered. There
 should be limitations for the search tags that can be included, if so how
 many? Guidelines for the links should be added too, will these links can
 be external information for the plugin features?
