 This bug still exists in WordPress 5.0.

 Steps to reproduce:
 1. Publish at least one post (ex: Hello World!)
 1. Create three draft posts (ex: Sample Post 1, 2, 3)
 2. Select all three draft posts, then Bulk Actions > Edit. Change Status
 to "Published"
 3. When viewing any of the recently published posts, the previous post
 link skips the other posts published at the same time.

 In my case, when viewing Sample Post 2, the previous post is Hello World
 (skipping Sample Post 1) and there is no next post (skipping Sample Post
 3)
