 Branches prior to 4.7 contain the patch version number in the readme.html
 file. The 4.7 branch contains the minor version. The 4.8 branch removed
 the version number entirely (#35554).

 In all branches, the version number should be removed entirely to make
 backporting slightly less painful.

 In addition, the readme.html version number assertion in
 `Tests_Basic::test_readme()` test should be removed from branches where it
 still exists.
