 Thinking at the reasons why the tag cloud used on the `edit-tags.php`
 screen was removed in [38735] see #36964,
 I'd propose to consider if the tag cloud used in Plugin Install > featured
 has any value for users.

 It looks weird to me it appears just on the "Featured" tab, and not in
 Popular and Recommended. Also wondering if it's actually useful for
 anyone.
