 Hi,
 After installing wp 4.8 I created a new admin-user.
 If the new user wants to login it occurs an error-message ("Error:Cookies
 are blocked or not supported by the browser..... you must activate Cookies
 to use wordpress".  (Of course are cookies enabled on the tested browsers)

 If I activate the checkbox "Angemeldet bleiben" (Remember me) in the
 loginbox, the login is successfull.

 I checked the same issue in WP 4.7x, there was no problem.

 Problem summary: No login possible for new users (maybe only first login)
 under wp 4.8 without activating "remember me"
