 I was actually pin pointed to this thread. Even though this thread is for
 a smaller piece of the Popular tags cloud, I think you should read this
 (because you were asking people for ideas and data).

 Currently, the part you're mentioning brings about 30 new users / day to
 our plugins, almost doubling the number of new users we get / day.

 This is for us a clear indicator that non-developer users who have
 WordPress sites use the popular tags cloud a lot. Otherwise, there would
 be no such potential for discovery.
