Comment:

 I think what's being asked here is for a field akin to the `author` field
 for terms so it's possible for users to own terms, thereby making them
 countable by user.

 There's nothing on the roadmap for this and it's unlikely to be worked on
 at least in the short term. Closing as maybelater in case someone wants to
 pick it up.
