 `header-text-title` and `header-text-tagline` should probably be features
 themes can add support for, along the lines of `header-text` (meaning as a
 sub-feature of `custom-header`. Customizer controls can then be shown
 based on theme support and we won't break back compat with `header-text`.
 With theme support in place we can then leave the showing/hiding of title
 & tagline to themes, and retrofit default themes with JS callbacks to
 handle it.
