 @dfterry if you have custom HTML in the Text widget that was saved prior
 to 4.8, then it will open in a legacy mode without TinyMCE. That is the
 way it is designed, in any case. It has logic to detect whether or not the
 contents of a Text widget contains any HTML markup that would be liable to
 be munged by TinyMCE, and if so, it enables the legacy mode. See
