Comment:

 This seems to be the case of the feed widget because the feeds on the
 dashboard are lazy-loaded.

 As a workaround you can use the
 [https://developer.wordpress.org/reference/hooks/wp_feed_options/
 wp_feed_options] action to apply the timeout setting.
