 Tested `27530.diff` on Mac using:

 Chrome 48.0.2564.116
 Firefox 45.0
 Safari 9.0.3

 Results in the following HTML:

 {{{
 <div>
   <a href="#">
     <div>testing</div>
   </a>
 </div>
 }}}

 `<p>` tags are no longer being added.
