 Steps to reproduce the issue:
 1. Install WordPress
 2. Log to the back-end
 3. Go to Post -> Categories and click on the "view" link of the default
 category.
 => You get a 404 page

 Now, if you visit Settings -> Permalinks, the default category archive
 page is showing correctly.

 This issue might be related to #20171
