 If you have problems with the plugin repository, please contact
 plugins at wordpress.org.

 The required PHP version question has already been answered in #23880.
 Users should not care about PHP versions and core will probably never add
 such a check because it itself is compatible with PHP 5.2 and higher.

 If you're requiring PHP 5.5+ in your plugin, that's totally fine, but you
 need to add a check in the plugin yourself.
