 When theme updates are available clicking "View Details" the pop up modal
 is blank.

 Confirmed for both WordPress 3.9.2 and 4.0 and all included WordPress
 "Twenty" themes (untested with other themes)

 Repro:
 - Appearance -> Themes
 - Click a theme that has an update available
 - Click the "View details" e.g. Twenty Fourteen "View version 1.2 details"

 Result: Blank popup modal

 Expected: Theme details shown in the pop up modal
