New description:

 Is it not time to give us some configuration and visual editor for comment
 form in the core ?
 I am struggling with it in functions.php from website to website, losing
 to much time.
 Using TinyMCE Advanced plugin and all is flow and easy for admin part. To
 not to mess with code in functions.php.
 But if i use code for "teeny" in comments, then it is very difficult to
 customize what buttons are active, what not. Not to mention plenty of
 snippets around, many of them old and not working with latest TinyMCE
 versions.

 I hope i wont hurt someone by saying you in core community lost it a bit.
 I see you dont use visual editor on WordPress support forum. That i can
 understand perfectly, to 100%. So many visitors, so many people clicking
 at the same tame, page load, speed, etc... WordPress website is a huge
 monster.

 But....90% of websites around dont have so many visitors at the same time.
 Take for example tourism industry. Tourism websites, in almost all cases,
 dont have 10-100 visitors clicking around website at the same time.

 So, TinyMCE with all its JS, CSS files would influence almost nothing.

 Take a lesson from Drupal (they are not shy to copy things from
 WordPress). Drupal visual editor is configurable to least detail.
