 In 28842.diff:

 * make `media.view.Button`'s html element `button`, so we can apply
 `disabled` a disabled state when first entering bulk edit mode, which
 enables when attachments are selected.
 * apply i18n for buttons, and change text to "Bulk Select" and "Delete
 Selected".
