 Here's a use case for being able to add new templates:

 An example would be child themes (like Prose from StudioPress) which may
 want to allow user's to create custom templates and keep them outside the
 theme's directory (like under /uploads/prose/mytemplate.php) so that the
 template isn't deleted when the theme is upgraded.
