Comment:

 The additional `/` was introduced in [13760] specifically to "force users
 to re-login after installing network" in an attempt to fix #12142.

 The issue continued to progress, so I'm not entirely sure that was the
 absolute solution.

 @nacin mentioned in
 [https://core.trac.wordpress.org/ticket/12142#comment:18 #12142:18] that
 this method "should be replaced with wp_logout() or
 wp_clear_auth_cookie(), and we need to investigate whether A) there is a
 looping issue with MS, and B) we can invalidate cookies if we can detect
 new keys."

 I'm not sure if it hurts anything now or if it would hurt anything if we
 took it out now that it's been there for 4 years.
