 Perhaps start by setting `wpautop` to false in the TinyMCE init array (or
 unsetting it). The [gallery] shortcode works as expected here:
 `<h1>foo</h1>[gallery][gallery]` turns into
 `<h1>foo</h1><p>[gallery]</p><p>[gallery]</p>` after running it through
 the JS wpautop().
