 Thanks for the detail, that definitely helps. I'm assuming from the line
 number being modified that you are using 3.8.x.

 Are you able to test in current trunk to see if any behavior changes? It
 sounds like this is not a regression, but pieces may be getting better due
 to the work done in #16953. @rmccue will have a much better idea of that.
