 This would be useful. Managing the recipients of WordPress notifications
 would be most onvenient and logical in WordPress admin panel.

 Plugins like [http://wordpress.org/plugins/events-manager/ Events Manager]
 already implement this for their own notifications. WordPress core
 notifications deserve the same high user-friendliness.

 Question is whether this should be implemented in core or as a plugin.
