 Another quick idea I wanted to track, per feedback from Mel Choyce. If
 sticky posts exist, and no "featured" tag posts and no Featured Content
 tag has been set, use the sticky posts in the FC area.

 This allows sites moving from other themes a quick and easy way to have
 Featured Content without doing anything -- it's a fallback to our smart
 defaults.
