 [21454] introduced an erroneous inline comment for `WP_INSTALLING`: [[BR]]
 http://core.trac.wordpress.org/browser/tags/3.5/wp-activate.php#L9

 It's not quite obvious why do we have `define( 'WP_INSTALLING', true )`
 there (introduced in [http://mu.trac.wordpress.org/changeset/543 mu:543]
 along with the file itself; related:
 [http://mu.trac.wordpress.org/changeset/776 mu:776],
 [http://mu.trac.wordpress.org/changeset/952 mu:952],
 [http://mu.trac.wordpress.org/changeset/1603 mu:1603], #23197), but it has
 nothing to do with `ABSPATH`, so I suggest removing the comment.
