 The approach in #24771 was to decouple the actions — spamming a user
 should not affect a site, and vice versa. Maybe we should replicate that
 here.

 I am not sure we ''need'' "Spam" and "Unspam" as action links. The vast
 majority of networks won't benefit from this, and could add them with a
 plugin. Thoughts?
