 attachment:ticket:19867:user_autocomplete.diff is a suggested solution
 using an autocomplete handling to replace the select box after a threshold
 of results is hit.

 As an alternative, I'm working on a second patch that will just be a tweak
 to add a filter that will a plugin to add this functionality before the
 dropdown is generated, in case a built in solution isn't accepted.
