 Yeah, that is a quirk. But if there is an <a> without name or href it is
 completely invalid html. Don't think this can be inserted using TinyMCE,
 the only way would be if the user typed it in the Text editor.

 Testing this further: when the user applies a style to some selected text,
 TinyMCE inserts a span around it and a link can be added.
