 In 21368.6.1.diff:

 * Add a cap check for install_themes to the "optionally, install a new
 theme" pointer
 * Hide the change your theme link in the case that the user has only one
 theme installed and doesn't have privileges to install new ones
 * Make the "or," in "or, change your theme" translatable
