 Right, it would only apply to background colors, so if a user entered
 "transparent" into a field for "color:", nothing would happen.

 The problem is not the browser default, it's the theme color styles.  Say
 you have a black navigation bar background in a theme, and the user has a
 page background image they want to show through.  There is no way to do
 that without enabling transparent.
