 I'm okay with adding more hooks to the initially proposed list, but in
 order to do so, we have to justify the hooks with use cases. We can't say
 we need a `header_before` hook just because we have a `header_after` hook,
 right? It's easier to add more standard hooks at a later stage, but not as
 easy to remove/deprecate them. What would be the use cases for
 `header_before`?
