 I actually though it would be more semantic , it's a little confusing to
 use a hook that says "after_header" for something before the header.

 It might also be a matter of simplicity if added to the core as a hook,
 for example if you need to place an advert above the header you can just
 hook into it without having to go in and adjust the html/css markup.

 I am referring more to it's usage as a core hook then in a twenty(x)
 theme, though I agree that it's probably not worth the overhead, just a
 thought.
