 So. h1 should be used as the primary heading for all sectioning content
 (the page itself, section, article) with the exception of navigation and
 widgets (nav, aside) which will use h2. This is semantically OK, should be
 OK for SEO, and should be OK for accessibility since it reduces the
 importance of menus and widgets in a screen reader.

 Is that the consensus we've reached?
